why seprate block for instrumentation in enterprise library 4.0 or later

i want to know why enterprise library now have separate instrumentation block as in earlier version it was
"Logging and Instrumentation block" instrumentation block makes log entries using WMI and logging application block
provides a means through which you can make log entries somewhere else

Am i right?

if not please help me to get it more clear

It is because instrumentation now becomes a part of the Enterprise Library Core, not an application block. This is the official notes:

The Enterprise Library �January 2006 release now includes an instrumentation subsystem in the Enterprise Library Core. Because the current release of the application block now focuses on logging, its name has been changed from the Logging and Instrumentation Application Block to the Logging Application Block.
