Am I missing something?  "Played" this game a year ago or so and just stumbled across it again over Thanksgiving but it seems to be down.  I'd like to see things start up again. What do we need to do to make that happen? 

I saw 43 peers last night.  Seems to be up and running.

I also see the peers but, I am getting the following error message.

The Terraruim server is experiencing temporary difficulties.
This is probably why you aren't recieving any animals.
Please bear with us while we get the issue resolved.

I have been getting this for the past 18 hours.

Sure is.  I've been trying to set this up on and off for about 6 months.  I've never once connected to the server - always get the same message:

"The terrarium server is experiencing temporary difficulties.  This is probably why you are not receiving any animals.  Please bear with us while we get the issue resolved."

Hoping this gets sorted out sometime before they lose interest altogether.

The "server is experienceing temporary difficulties" always exists currently.  This is due to the auto update functionality not working correctly.  This does not impact your ability to participate in the Ecosystem. You should still recieve and send organisms.  You see this message when your Ecosystem is empty.  Once organisms start to show up, you won't see this message any more.

So if you leave a client running, you have a positive peer count (as dkocur replied, he sees 40+), then the server is up and running.  If after some time you are not receiving any teleports, then something else is wrong, most likely you are behind a firewall.
