Can anyone help me to create Windows form disscussion board in C#

It is certainly possible to create a discussion board using C# and Windows Forms.
However this question is too broad to be answered here. If you have a specific question regarding Windows Forms, feel free to post it in the Windows Forms General Forum.

Probably not. Web-based forums are far more useful, since nothing needs to be installed on the client machine.
