Windows XP control

I know this question sounds like stupid. 

Anyway, can I find some winform control e.g. menu(office 2003 style), toolbar(office 2003 style), xp themes, etc.... from microsoft? Since I can't use 3rd party control in my project even they are free and open source.

Any idea?

if its open source, you can cut and paste the code in your own project 
btw, its just a question, but why cant you use a third party free library?

It's because basically, my company policy can't let me use free software, if you want to use it, you have to go through the lengthily process ask for exception for your project from the upper management.
