Is there a site like this or asp.net that is more for PocketPC development. And more specificly a good forum?

Mobility in itself has been fairly sheltered just like the SpeechSDK.

You might also want to check out OpenNETCF website. They have a lot of good resources (forums, wiki, faqs, etc.) to get you going including open source code that you can use in your applications. 

In addition, they recently teamed up with the Patterns & Practices team at Microsoft to release application blocks for the Compact Framework.
