Develop an "Item" instead of just a control

I want to design a custom look for a form, I could always create a borderless form, and fill the form with a control to do this bt I want this instead of being just a control, to be an "Item" like the "Windows Form" is, so you can slect add new item for your project and select my custom designed form instead of a windows form. Is this possible?

I think you may want to create aform template
