Detect when an application is flashing in taskbar

How would I detect when and what application is flashing in the taskbar. I want to make something happen when it is but I do not know what to look for. Is there a flag or anything in the taskbar toolbar control that I can look at. You can make a window flash by calling flashwindow but I want to do the reverse and find the flashing window.

This is not an accurate response. There is a way whether hard or easy. Ive seen applications do this and so I know there must be a way to either do it or fake it but both give the same results.
