Reg:Windows Sidebar Gadget Manifest Name!!!

Why is the name of Manifest to the gadget should always be named as "Gadget.XML"?. And why are we saving it in UTF-8 format?. And why should it be saved with a ".XML" extension instead of ".manifest" extension?.
