Been a while and no answers on this, think it's safe to say that no one's seen this before.

Does this happen to every selection of a control in design mode on this system that VS is opened on? I'm wondering if it's not your font settings or highlight settings in display in control panel.

Just a thought.

It only happens on a particular container control and not related on any VS/PC settings

I have never seen it but it looks like something either forgot to erase the selection rectangle when it moved, or erased it with an xor in the wrong spot. That is, it looks like two selection rectangles, which use a grid pattern for the connecting lines, offset by 1 pixel, which forms a solid line between the grab handles.
