Setup and Deployment (WCF)/.NET 3.5 -- How do I force newer builds to install files (example .sdf) without an uninstall?

For example I have an sdf file I want to always force to install. I tried messing with transitive and condition, but the only way the file would install was *IF* the user uninstalled first. Now I have the exe and dlls installing when a user executes the setup WITHOUT reinstall; but, I still cannot get the newer SDF to copy.

Any ideas? I tried messing with transitive/condtion properties, but could never find an easy way to get the condition to "always evaluate to true." I even put the "true" in the condition to see if that would force an overwrite, but no luck. CAN ANYONE HELP???

One frustrating thing about this is that I have googled this to death and I'm sure if I could find the right terms I could find an answer, but I can't seem to find the right terms to search on...
