Publish using VB Express 2005

I'm trying to publish my app ... I get the two errors:

"Cannot publish because a project failed to build."

and

"SignTool reported an error 'Failed to sign bin\Release\GenMetric.publish\\setup.exe. SignTool Error: Signtool requires CAPICOM version 2.1.0.1 or higher. Please
copy the latest version of CAPICOM.dll into the directory that contains
SignTool.exe. If CAPICOM.dll exists, you may not have proper
permissions to install CAPICOM."

I have copied per previous posts CapiCom.dll from the microsoft shared directory to the same directory as signtool (and it is v2.1.01). Reboot, still doesn't work. Can anyone please help here?
