MS Office Outlook has not been installed for the current user

the chain of events is like this ( Vista + MS Office Enterprise 2007 )

The desktop did not load...could not get past the logon screen
Task manager showed some services shut
Did a system restore
Now all MS office applications have failed
MS office has not bee installed for the current user please run set up....
Did a reinstall did not help
I am the only user/admin account

Whats going on here
