Clickonce, vpn, and web services

I have aClickonce application (on the intranet) that can access a web service (intranet) no problem. But when the user is connected via vpn, I get a HTTP 503 error.

When the vpn user tries to browse to the web service's url, it is ok. Just not from within Clickonce.
