ClickOnce Prerequisites not being checked

I am new to ClickOnce, but have set up my project with prereq's for .NET 3.5 sp1. I test it on my own machine, but of course it does not catch the prereq - it is already installed. I tested it on another machine where I had to remove the framework first, and it will not catch that it is not installed. It immediately prompts to install, you click Install, and it complains that it cannot find System.Core v3.5.0.0 in the GAC. This is the only other machine we can test it on right now, the rest have the framework already. Does anyone know what might be the problem? I am not sure what MS leaves behind, if anything, when removing .NET 3.5 sp1.

How are you deploying the prerequisite? Are you just clicking ".Net 3.5 SP-1" under the Prerequisite dialog, and are you selecting "download from vendor site" or a different option?

Second question: how are you installing the applicaton? Are you clicking on (or does your link point to) the setup.exe file, or the yourappname.application file?

I ask the second question because setup.exe installs the prerequisites (if needed) and then fires off the clickonce part of the install (the application file).
