app install to Windows NT

I am having trouble getting ClickOnce to work on a Windows NT client.  Specifically, I have created a test app and published it on my host machine, and I've installed a virtual PC version of Windows NT (SP6a, IE6SP1).  When I try to download the app from the clickonce published website, it does not first try to install 2.0 framework but goes straight to trying to install the app, and fails because 2.0 is not installed yet.  Is it possible to get it to install 2.0 on NT, or is this a limitation?  Or am I missing something else on NT that will get this to work?

FYI, for those interested, NT not supported, it helps to read the readme! duh!
